The Albanese Labor Government has committed to enhancing the support for Australian farmers and producers undergoing hardship through new concessional loan products provided by the Regional Investment Corporation (RIC). This initiative forms part of the government’s response to the Review of the Operation of the Regional Investment Corporation Act 2018 (RIC Act). The aim is to sustain the efficacy of targeted financial assistance through concessional loans for those in the agriculture sector.
One key element of this support package is the introduction of the Drought Hardship Loan. This loan will help farmers manage short-term operating expenses under extended drought conditions. Eligible farmers, particularly those affected by drought for at least 24 months and anticipating continued impact, will have the opportunity to borrow up to $250,000. The terms of the loan provide significant relief, with a five-year duration and no repayment obligations for the initial two years, though interest will accrue during this period.
The government is also introducing a concessional loan product to address slow-onset significant ecological events that impact marine industries. This includes circumstances such as harmful algal blooms and marine heatwaves, affecting South Australian wild-catch fishers and aquaculture operators. This initiative marks a crucial step in providing necessary support to these sectors, enhancing resilience against environmental disruptions.
Both new loan products are slated for launch in the first half of the upcoming year, with the $1 billion additional funding for RIC loans earmarked to facilitate these initiatives. This financial commitment by the government is designed to ensure that adequate support through these loans reaches those who need it most.
In efforts to extend further relief, the government has also decided to maintain the interest rates for existing RIC loans at 5.18 per cent for an additional six months starting February 2026. This rate hold is part of a broader strategy to continue supporting current RIC loan customers amidst ongoing challenges.
The inception of these financial products follows the recommendations from Dr Wendy Craik’s review, which highlighted the effectiveness of concessional loans in supporting farmers’ recovery from adversity and enhancing their overall resilience. The review featured 32 recommendations and recognised the vital role these loans play in the agricultural sector.

“In meeting with farmers impacted by drought across the country this year I have heard again and again the challenges our farmers are facing with prolonged drought conditions. I have been listening and that’s why our Government will deliver the new Drought Hardship Loan.”
