Billion-dollar Thebarton development opens to investors and developers

South Australia has launched a $1 billion initiative to develop a sustainable, mixed-use community in Thebarton, inviting global developers to contribute to the transformative project with affordable housing and green spaces.

The South Australian Government today announced the commencement of a market sounding initiative to attract developers and investors for a major new development project, valued at over $1 billion, at the previous West End Brewery site in Thebarton. The initiative is aimed at transforming the area into a mixed-use community with a strong focus on sustainable development and affordable housing.

Nick Champion, the Minister for Housing and Urban Development, stated that this project presents “an important step forward in delivering a new world-class precinct” and highlighted the strategic importance of the site, noting its proximity to Adelaide city, Park Lands, and the River Torrens. The Government is seeking input from both local and international developers to create a diverse urban neighbourhood comprising at least 1,000 new homes, with a minimum of 20% dedicated to affordable housing.

Key elements of the Thebarton development include the integration of generous public spaces and a newly designed relationship with the River Torrens. Plans are underway to incorporate a sustainable transit network encouraging walking, cycling, and public transport, including a new shared use path under Port Road. The project also aims to introduce a 30% tree canopy cover, rejuvenate historical sites like the Walkerville Brew Tower, and reach a 6 Star Green Star Communities rating by incorporating water sensitive urban design.

An innovative feature of the proposed site is the Mobility Hub, designed to support a combination of private vehicles and shared services such as scooters and e-bikes, promoting a forward-thinking approach to urban transport.

The State Government has appointed JLL to manage the market sounding process, which is crucial in shaping the forthcoming sales campaign. The campaign is scheduled for the first half of 2025, informed by feedback received during this initial phase. Developers and investors are being invited to provide insights on their interest, involvement level, structural preferences, and timing for the development.

Construction is anticipated to commence around mid-2025, with the first residents expected to move into the new development by late 2026.

Nick Champion said “The Government is getting on with the job of transforming this strategic site and is inviting local, national and international developers to be involved in this billion-dollar development.”
