New $190m premium retirement living and aged care precincts announced for Dover Gardens and Rose Park

ACH Group will invest $190 million in two major Adelaide developments, delivering a premium retirement living project at Rose Park and a new small-home aged care precinct at Dover Gardens.

ACH Group has unveiled a major $190 million investment across metropolitan Adelaide, signalling a bold next step in redefining how South Australians age. The leading not-for-profit provider will deliver two transformative projects — a premium $120 million retirement living development at Rose Park and a $70 million residential aged care precinct at Dover Gardens, creating 150 new aged care beds.

ACH Group CEO Linda Feldt said the organisation is focused on shaping a future where older South Australians have greater choice in how they live and stay connected. “ACH Group is leading the way in reimagining residential aged care and retirement living,” Ms Feldt said. “We are making a significant investment in residential aged care and retirement living at a time of unprecedented and growing demand. These developments increase choice and capacity for older South Australians while creating vibrant communities’ people can, and want to, be part of for years to come.”

The Rose Park development, located at the corner of Fullarton Road and Hewitt Avenue, will feature 72 retirement living apartments designed to set a new benchmark in premium living. Each apartment will incorporate smart technology, achieve a 7.5-star energy rating, and offer balconies with sweeping views of the parklands and Adelaide Hills.

Residents will have access to a suite of shared facilities designed to foster connection and wellbeing, including a restaurant, private dining room, cinema, library, rooftop terrace and a dedicated health and wellness hub. The development will also restore the heritage-listed Vasey House. “Our Rose Park development is a unique, premium offering where historic preservation meets state-of-the-art technology, and sustainability,” Ms Feldt said. “The restoration of Vasey House, honouring Jessie Vasey OBE, CBE founder of the War Widows Guild, affirms ACH Group’s deep and long-standing commitment to the veteran community.”

In Dover Gardens, ACH Group is moving forward with an innovative new residential care home designed as ten small households, each accommodating 15 residents. This model supports the national push toward more personal, home-like living environments and reflects recommendations made through the Royal Commission into Aged Care.

Set on the former Dover Gardens Primary School site, just over a kilometre from the coast, the $70 million precinct will expand access to high-quality aged care for thousands of families in Adelaide’s south. “Our approach epitomises best practice, combining the warmth and familiarity of a small home model with the highest quality care and support,” Ms Feldt said. “We are creating genuine homelike environments which promote reablement and incorporate layouts to help older people feel comfortable and connected.”

“We’ve listened deeply to older South Australians to understand what they need and want to deliver all that is possible to support ageing well,” she said. “These investments exemplify ACH Group’s purpose of good lives for older people bringing together technology and thoughtful design with a strong focus on staying active and connected, which we know is vital to wellbeing as we age.”

Minister for Seniors and Ageing Well Nat Cook MP welcomed the announcement. “We welcome investment from non-government organisations such as ACH Group, which bring diversity and support choice for people to age well,” she said.

Both projects have now entered the planning process, with construction on Dover Gardens expected to begin in late 2026 and Rose Park builder appointments set for mid-2026.
