The State Government has announced a proposal to rezone a vacant piece of land in Adelaide’s northern suburbs to make way for 300 new homes. The site is located south of John Rice Avenue in Elizabeth South, between Philip Highway and Commercial Road, right across from the former Holden factory.

Currently, the land has an Employment zoning, but has never been developed for commercial or industrial use. The community is invited to share their feedback on the proposed Code Amendment to rezone the 12.1-hectare site to ‘Master Planned Neighbourhood.’

Of the total site area, the State Government owns 9.1 hectares of the land, while the City of Playford manages the remaining three hectares. The new development would offer a variety of housing options, along with potential recreational, community services, and retail spaces.

This initiative is part of the Premier’s Housing Roadmap, designed to increase the availability of land for new homes and address the housing crisis. It includes extending the Affordable Housing Overlay, which requires that developments of over 20 homes provide at least 15% affordable housing.

The proposal also includes creating public open space and promoting the planting of new trees while retaining mature trees along the John Rice Avenue boundary.

“Houses in our community are in high demand – people want to live in a growing region with more jobs and more opportunities than ever before,” Tourism Minister Zoe Bettison says.

“I encourage everyone to have their say about the proposal – we need your feedback to ensure that these opportunities reflect what our community wants to see in the area.”

If approved, construction could begin as early as November 2026. The state government is encouraging community feedback on the proposal and the draft concept plan for the area. Consultation is open until 5pm on Monday December 2nd. More details can be found at Your Say SA.
